The Russian charges, filed under Article 205.1 of the Russian Criminal Code, allege that Telegram failed to suppress channels, bots, and chats used by terrorist and extremist organizations. Moscow further claims these tools have been utilized by Ukrainian intelligence services to coordinate sabotage and recruit individuals for illegal activities within Russia.

This is not the first time Durov has faced authorities. In August 2024, the tech executive was arrested at Le Bourget Airport in France. French judicial authorities indicted him on twelve charges, including complicity in drug trafficking and the distribution of child exploitation material, citing Telegram’s insufficient moderation and use of encrypted features that reportedly mask criminal activity.
Durov has consistently denied any wrongdoing throughout these proceedings. He has previously characterized Russian efforts to restrict the platform as a broader attempt to suppress privacy and free speech, suggesting the authorities are manufacturing pretexts to gain control over the encrypted messaging space.
